i think the thing that creeps me out the most about this, is the fact that the rest of the country has to be in on this!
you can't have a city where teenage murder is rampant, and encouraged, without someone in authority knowing about it. not to mention, the kids that get shipped in to fill class numbers.
plenty of people out there know about it, yet nothing is done. and anyone who does talk about it gets cut down.

maybe it's some kind of fucked up giant social experiment..
